Accountability and Responsibility

FCO Services is an Executive Agency of the Foreign and Commonwealth Office (FCO). The FCO Services Framework Document defines the organisation and its relationship to the FCO.

Responsibility for FCO Services rests with the Secretary of State for Foreign and Commonwealth Affairs, who has delegated the responsibility to an FCO Minister.

The Chief Executive has sole responsibility for the day to day management of FCO Services in accordance with the Framework Document and the Corporate and Business Plans for FCO Services.

The Chief Executive, as its Accounting Officer, is also personally responsible and accountable to Parliament for the management and organisation of FCO Services, including the use of public money and the stewardship of its assets. He is accountable to the Minister for performance against key targets.
